Christine Hoagland Joins TranSmart as Senior Vice President of Operations

TranSmart, LLC is pleased to welcome Christine Hoagland to the firm as Senior Vice President of Operations. In this role, she will help guide TranSmart’s growth strategy, team building, and operations.

An industry veteran, Chris brings more than 25 years of experience to TranSmart, including 16 years of successfully executing large capital projects and programs for tollway, transit, rail, and DOT clients across the U.S.

“Chris has an impressive background which aligns perfectly with the vision that our parent company Atlas Technical Consultants (Atlas) and I have for TranSmart,” said Dr. Connie Li, PE, President of TranSmart. “I am excited to have Chris in this critical leadership role as we work to expand the reach of our innovative technologies and traditional engineering design disciplines.”

Chris has extensive experience working directly for public clients in past roles with the Chicago Transit Authority (CTA), Chicago Public Schools (CPS), and the School District of Philadelphia. In addition to her background managing complex programs and large teams, Chris has been responsible for project financial performance, team development, and quality compliance.

Chris has a B.S. in Finance and an M.A. in Public Administration from Northern Illinois University. She is a member of the Conference of Minority Transportation Officials (COMTO).
